The Ministry for Emergency Situations of the Republic of Belarus carries out a uniform national scientific and technical policy in the field of prevention and elimination of emergency situations and fires, which ensures scientific and technical basis for the national system of prevention and elimination of emergency situations and national system of fire safety.
Within the framework of this policy the Ministry for Emergency Situations carries out the following activities:
 Providing organizational basis for carrying out a uniform scientific and technical policy, aimed at development and improvement of emergency prevention equipment and technologies, performance of immediate search and rescue missions and fire suppression activities;
Methodological supervision and coordination of scientific research in the fields of life safety and emergency elimination;
Organization and participation in creation of scientifically-grounded concept projects of national and regional programs of development and improvement of equipment and emergency prevention technologies, performance of immediate search and rescue missions and fire suppression activities;
Organization of expertise for task projects of scientific and technical programs and innovation projects;
Application of new models of equipment to production and putting into practice new rescue and fire-fighting technologies;
Participation in development and realization of scientific and technical programs of cooperation with the CIS countries and other states. |

The Ministry for Emergency Situations of the Republic of Belarus is a state customer of State Scientific and Technical Program "To develop methods and means of protection of the population and territories in case of accidents, natural and man-made disasters"("Emergency situations"), which was included by the decree of Council of Ministers of the Republic of Belarus of February 01, 2001 ¹141 into the list of State Scientific and Technical Programs aimed at tackling the most significant economic, ecological and social problems belonging to priority lines of scientific and technical development for 2001-2005.

Scientific Research Institute for Fire Safety and Emergencies of the Ministry for Emergency Situations of the Republic of Belarus.
Period of execution: 1 quarter 2000 - 4 quarter 2004.
The purpose of the program is development and implementation of modern organizational, information, economic, technical and chemical methods, means of emergency prevention and elimination, substantiation and working out of measures, aimed at human death prevention and minimization of socio-economic and ecological damage from emergencies.
The State Scientific and Technical Program (SSTP) "Emergency situations" includes tasks on the following issues:
Economic and educational aspects of life safety;
Forecasting and minimizing of ecological and socio-economic consequences of emergencies;
Systems of data collection and analysis to provide efficient emergency response;
Systems of emergency monitoring;
Tools and methods of rescue operations and fire-fighting;
Systems and devices, monitoring life safety parameters;
Regional safety problems of the Republic of Belarus in terms of the risk of occurrence of natural and man-made disasters;
Medical and psychosocial rehabilitation of rescuers and victims of emergencies.
At present the State Scientific and Technical Program (SSTP) does not envisage research that would provide the scientific and technical basis for tackling the problems of protection against biogenic sources of danger, for overcoming indirect ecological consequences of disasters, for forecasting and protection against radiation exposure as the indicated issues are being investigated within the framework of other programs. |
